Social security is one of the important guidelines and policies of our Party and State that has been thoroughly grasped and guaranteed to be implemented during the country's development periods. In recent years, despite facing many difficulties and challenges, social security work in Vietnam has continued to achieve many positive results, policies have continuously improved, the material and spiritual life of people has improved. People are cared for better and better with the goal of "leaving no one behind".

Objectives: The official implementation of clinical pharmacy in Vietnam has arrived relatively late, resulting in various stressors. This study aims to evaluate job stress level and suggest viable solutions.Methods: A cross-sectional study was conducted on clinical pharmacists in 128 hospitals in Ho Chi Minh City. Job stress questions were derived from the Healthcare Profession Stress Inventory.Results: A total of 197 CPs participated, giving a response rate of 82.4%. Participants were found to have moderate job stress with an overall mean stress (...) score of 1.5 and stress rate of 52.8%. The sample size was statistically adequate and the HPSI was valid and reliable. Patient care responsibility was the main stressor, especially in public hospitals, followed by job conflicts. Lack of experience, low income, and inability to participate in clinical ward rounds caused significant stress to CPs regarding job recognition and job uncertainty. More practice-oriented training programs in bachelor curricula and clinical practice should be applied to help CPs gain more experience, self-confidence, and diminish job stress.Conclusion: CPs in HCMC have moderate stress. More practice-oriented training programs should be prioritized to lessen stress for CPs. (shrink)

Case law retrieval is the task of locating truly relevant legal cases given an input query case. Unlike information retrieval for general texts, this task is more complex with two phases (legal case retrieval and legal case entailment) and much harder due to a number of reasons. First, both the query and candidate cases are long documents consisting of several paragraphs. This makes it difficult to model with representation learning that usually has restriction on input length. Second, the concept of (...) relevancy in this domain is defined based on the legal relation that goes beyond the lexical or topical relevance. This is a real challenge because normal text matching will not work. Third, building a large and accurate legal case dataset requires a lot of effort and expertise. This is obviously an obstacle to creating enough data for training deep retrieval models. In this paper, we propose a novel approach called supporting model that can deal with both phases. The underlying idea is the case–case supporting relation and the paragraph–paragraph as well as the decision-paragraph matching strategy. In addition, we propose a method to automatically create a large weak-labeling dataset to overcome the lack of data. The experiments showed that our solution has achieved the state-of-the-art results for both case retrieval and case entailment phases. (shrink)

The danger of deflation has been rather frequently mentioned recently among nu-merous concerns over the European and partly American economies. Analysts cite the Japanese economy which has been suffering from deflation for the last two decades despite the large investments in economy and the government's efforts to increase inflation. Similarly, notwithstanding many trillions of dollars, euro, pounds and yen that were invested in economies over the past few years, the infla-tion in the Western countries still remains low. On the whole, (...) there are reasons to maintain that European countries suffer from ‘the Japanese disease’, and this disease can progress or even become chron-ic. The USA, although to a lesser extent, has the signs of the disease as well. As a result, the financial infusions can become permanent, as it happened in Japan. The present paper defines the reasons of the problem, explains the irregularity of the inflation-deflation processes in the world and also offers some forecasts. (shrink)

Do people with different views of what is fair attribute different intentions to actions? In a novel experimental design, participants were significantly more likely to attribute a no-redistribution vote to selfishness if they considered redistribution as being fair. I define this—attributing actions that do not adhere to one’s own fairness view to selfishness—as suspicious attribution. I develop a theory of intention attribution to show how suspicious attribution arises from two other findings from the experiment: the participants underestimate the number of (...) people with fairness views differing from their own and overestimate the selfishness of participants with other fairness views. Hai, Peter NV Lay people have always played a vital role in the life and mission of the church but it is only after the Second Vatican Council that the question of the laity has come into focus in a new way in Catholic theological reflection. Indeed, in the wake of Vatican II, the council that introduced a Copernican shift in the Catholic understanding of the laity, lay people have become the theme of a Synod of Bishops, the subject of (...) an Apostolic Exhortation, and the topic of several pastoral statements of national conferences of bishops. This paper begins with a review of the state of the question highlighting the need for a comparative investigation of the theologies of the laity according to John Paul II, the Federation of Asian Bishops' Conferences, and the Vietnamese Episcopal Conference. It then highlights the differences and convergences in these theologies. As all three theologies draw their inspiration from the teachings of Vatican II, and a prominent element of the council's concerns was the emphasis on the universal call to holiness, we will also provide a detailed comparison of this notable aspect across these theological systems. Our argument is that while some minor points of divergence and disagreement remain there is a greater convergence and agreement between these theologies of the laity. (shrink)

This essay discusses Hume’s views on suicide and the value of life, also with an eye to their relevance to the present debate on euthanasia. I will first take a look at some of the more personal remarks Hume made in his letters on these subjects and the role they played in his own life. Next I will discuss his essay “Of Suicide” and look at what Hume aimed at with this, in his day certainly controversial, essay. For further clarification (...) I compare Hume’s views with those of Kant on the same issues and discuss their influence on today’s views on (assistance with) suicide and the value of life as found in the European Declaration of Human Rights and in relevant court rulings. Finally, I will illustrate the relevance of the views of both Kant and, increasingly, of Hume to the current debate on some of today’s most vital end-of-life questions. (shrink)

In the early 2000s, some scholars suggested integrative ethical education as an approach to reconcile the gap between cognitive-development education, based on rule ethics, and traditional character-ethics education, inspired by character ethics in Western ethical education. Darcia Narvaez also tried to establish a comprehensive and systematic model. Nonetheless, she has indicated four questions that need further research. This paper aims to respond to Narvaez’s project and its questions from the angle of Xunzi’s ritual education. It argues that Xunzi’s thought may (...) provide some insights for Narvaez’s approach. To present this, it begins its discussion with an introduction of the main ideas of Xunzi’s thought. Later, it tries to show the insights from certain notions and elements, such as Junzi, reasoned judgment, of Xunzi’s ritual education for Narvaez’s project of integrative ethical education. Human rights constitute a universal concern in different countries’ responses to COVID-19. Vietnam is internationally praised for its success in containing the pandemic; nevertheless, human rights issues are a key area that needs to be assessed and improved. Little legal and ethical research is available on human rights in Vietnam, particularly in its response to COVID-19, however. In Vietnam, decentralization took place during the pandemic: higher authorities delegated power to lower ones to make and implement public health measures. Unfortunately, many (...) measures made and implemented decentrally caused human rights concerns or breaches. This article aims to study what makes such measures cause human rights concerns or breaches. It argues that several social, legal, and political factors, including an inadequate understanding of human rights, the undefined breadth of discretion, and lack of supervision, are underlying factors for such problematic decentralized measures. Accordingly, this paper proposes two solutions (i) improving the supervision of the decentralization process, and (ii) improving the understanding of human rights. While Vietnam should learn from the international community to improve its measures, lessons and experience from Vietnam can also contribute to a richer dialogue and better protection of human rights globally. Our great leader and mentor Chairman Mao repeatedly taught us that we must build China into a modern socialist power in a comparatively short period. In accordance with Chairman Mao's instructions at the Third and Fourth National People's Congresses, our respected and beloved Premier Chou called for building China into a socialist power before the end of the century, which would mean implementing the modernization of agriculture, industry, national defense, science and technology in order to put our national economy among (...) those of the advanced countries in the world. He pointed out that we must break through the barrier to the modernization of science and technology to ensure the modernization of agriculture, industry and national defense. Obviously, without modern science and technology, there would be no modern agriculture, industry or national defense. According to Chairman Mao's teaching that "theory should be in the vanguard of practice," Premier Chou specifically pointed out, "Natural science researchers should link research with practice and enable the research work to head up production and construction." His directive expounded the dialectical relations between natural science and the practice of production and emphasized the impetus given by natural science to production. With the criminal aims of usurping the Party, seizing power, and restoring capitalism, the "Gang of Four," the root of all evils, openly acted against Chairman Mao's consistent teachings, slandered Premier Chou's directive as "revisionism" and the "theory that science determines everything," and minimized and denied the role of natural science in socialist construction. In areas and organizations where the "Gang of Four" seized the Party and political power, scientific research programs were discarded, the scientific research force was dismantled, people's thought was confused, and our task of socialist construction was seriously damaged. In order to accelerate the modernization of science and technology and improve scientific research work, we should make sweeping criticisms of the fallacies spread by the "Gang of Four," clarify the thought confused by it, rectify the theories with which it tampered, and offset the damage caused by it. Culture is the source of fostering the systems of philosophy, the philosophical ideologies/thoughts, and is the condition and material, the origin and condition for development of philosophy. A nation may have no its own system of philosophy, but cannot have no its own culture. Without its own culture, such nation cannot exist. Culture is the necessary conditions, requisites for existence of each nation in both aspects of the material and spiritual life. According to that meaning, culture is also the requisites (...) for the existence and development of the systems of philosophy. Different from the systems of scholarly philosophy in which the thinkers, scientists completely define and create the philosophies, the universals are commonly nameless, appear and exist in the different forms such as: folkverse, folk-speech, in the daily life, in architecture, etc... Cannot determine exactly the time of generating one certain universal, one specific philosophy. But can determine the author and the appearance time of one specific system of philosophy. Such philosophies, abundant and diverse universals have existed for a long time in the life of each national community, however they can exist only side by side, reflect the specific aspects, processes of the social life, but they cannot incorporate into a system of philosophy having an internal structure, a system of reasons/arguments. Their generalization level cannot be high and closely systematical like the systems of scholarly philosophy. The life reality of the nations shows the national cultures cannot be short of philosophies, universals because they are the orientations for their activities, communication and communication. The more and more a culture develops, the bigger and bigger quantity and depth of philosophies get. The farther and farther go towards the modernity, the bigger and bigger quantity, depth and polyhedral diversity of the entire philosophies become. The more and more go backward the ancient past, the smaller and smaller quantity, depth and polyhedral diversity of the entire philosophies become. The most important is that when the system of philosophies increases in both quantity and depth, the other factors in the national culture also develop in both width and depth according to the development orientation of system of philosophies, since how far philosophies develop and expand,they will pave the way, create the direction, form the patterns for actions, communication and activities in order to create new cultural value, new cultural environment, new cultural products. Another aspect in the relationship between culture and philosophy that relates to the philosophies in the national culture is the role of the philosophies for the systems of scholarly philosophy. Only a few nations have the systems of scholarly philosophy. The systems of philosophy are normally at the high argumentative level in comparison with the philosophies in the national culture. The systems of philosophy are also an important component of the national culture. Can say, the doctrines of the scholarly philosophy is the high-leveled crystallization at the high argumentative level presenting the world outlook and the outlook on life of the nation in that era which were refracted through the concrete philosophists’ prism. The philosophies in the national culture are the direct materials for forming the structure for all factors of the systems of scholarly philosophy. On another side, the philosophies can take part more or less by their contents of knowledge, way of thinking, and deduction... into the systems of philosophy in the form of archetype. On the other hand, many philosophies indirectly take part in the doctrines of the scholarly philosophy through influencing the philosophist’s thought, consciousness during the study process, throughthe life experience, through adopting the experiences of the other people, in order to take part into the system of the scholarly philosophy since such system appeared, formed, developed and was expressed to become the systematical argumentation. The national culture is the living environment of the systems of scholarly philosophy, is the place supplying food, drinking water, oxygen and sunlight to those systems of scholarly philosophy. Like fruit trees in the garden being planted in the national culture gardens, the fatter, the richer with appropriate temperature, humidity, light they are, the more they develop with the more fruit. The systems of scholarly philosophy are the products firstly of the national culture that were piled up, distilled and sublimed through talent of the awareness, meditation, skill and spirit combined with the other virtues of the philosophists who have created the systems of scholarly philosophy that were also sprouted, fostered in the national culture. Can say there is no national culture that developed to a certain degree, cannot have the systems of scholarly philosophy. Culture is the spiritual foundation of society, at the same times is the spiritual foundation of philosophy. Culture in the broad sense of the word is the foundation of the existence of the humankind, at the same time is the decisive foundation for the birth, existence, development and perdition of the systems of philosophy.Culture despite the broad sense of the word or the narrow meaning is regularly the motive force of the social development in general in which there is the development of philosophy. A nation without a developed culture cannot have the abundant, diverse philosophies, even cannot have the systems of philosophy. A nation may be enslaved for thousands years, but it has not lost, eliminated its own culture, then that nation can exist as an independent nation. The nations can borrow the systems of philosophy, but cannot borrow the philosophies, moreover cannot borrow the culture in general. Individual character strengths have been increasingly valued, as they facilitate social functioning, well-being, and performance. However, little is known about how individuals use their strengths for important but distinct goals including task accomplishment and relationship maintenance in organizations. The purpose of this study is to develop and validate a Strengths Use Scale that can be used to measure the use of strengths for tasks and relationships in the workplace. For this purpose, we used the exploratory mixed-method design and conducted a (...) series of studies. In Study 1, we conducted an exploratory factor analysis to ensure the construct validity of the Strengths Use Scale on a sample of 187 employees. We found that the scale comprises two dimensions: strengths use for tasks and strengths use for relationships. In Study 2a, we verified the two-factor structure of the Strengths Use Scale using the confirmatory factor analysis on a separate sample of 213 employees. The results of Study 2b demonstrated that the scale has good measurement invariance across gender and age groups, on the sample of 205 employees. Moreover, strengths use for tasks and strengths use for relationships positively correlated with well-being and work engagement and negatively correlated with turnover intention, supporting the criterion-related validity of the scale. In Study 3, a test–retest reliability analysis with a sample of 94 employees indicated that the scale has high reliability. Theoretical and practical implications of the findings are discussed. Although several factors have no doubt contributed to their advancement, work in the field of science studies suggests that rhetorical demarcation in scientific writing, by which scientific fields establish their domains and distinguish themselves from other forms of intellectual activity, may be equally significant. Such “boundary work” is an important means (...) through which fields defeat their competitors, persuade their public, and compete for legitimacy. In light of this, I examine the discursive demarcation and legitimization of positive psychology as performed through historical narratives of its origins in its own writings.
